The \u201einheritance certificate\u201d can only be issued by a Romanian notary from the county where the deceased person had his legal domicile when he have passed away (assuming he lived in Romania). If the deceased person was not domiciled in Romania, but the property is located in Romania, the Romanian law is applicable anyway.
