Inheritance procedure – persons who did not have their domicile in Romania at the time of death, but owned real estate in Romania. The „inheritance certificate” can only be issued by a Romanian notary from the county where the deceased person had his legal domicile when he have passed away (assuming he lived in Romania). If the deceased person was not domiciled in Romania, but the property is located in Romania, the Romanian law is applicable anyway. Even if you go to the local Romanian consulate and issue a ”declaration of acceptance” of the inheritance, the inheritance procedure itself has to take place in Romania.
